Peking, October 27, 1905.
PLEASE refer to my telegram No. 190 on the subject of the Hankow-Canton Railway.
I have received the following telegram from His Majesty's Consul-General at Hankow:—
On the 9th instant the Viceroy's Secretary mentioned to me the matter of the Belgian claims. He informed me that the undertaking was that on p. 246 of Rockhill; the Viceroy and the Chinese Government had replied, or would reply, to the French and Belgians that even granting that China was bound by this undertaking to give a concession for the construction of this railway, in spite of the fact that the undertaking had been given without the Tsung-li Yamên's authority (it having never been communicated to that body) the obligation came to an end when the American Agreement of July 13, 1900, was executed.
I have sent Mr. Fraser the following answer:—
"The Viceroy is, I suppose, aware of the Chinese Government's written denial (see Rockhill, p. 248).
"I am not desirous of causing the Viceroy any embarrassment, but you should make him clearly understand that I shall raise strong objections if the unauthorized undertaking of Shêng is made use of to prevent us securing the advantages which were conceded to us in connection with your Loan Agreement."

If I were informed of the name of the firm and their agent, and the points at which it is proposed to enter the country and to trade, I should be in a better position to express an opinion.
